The Organizing Office GF III and 11th IACC was established in March 2002, under the auspices of the Ministry of Justice of Korea, in order to ensure thorough and coordinated preparatory work for both Global Forum III and the 11th IACC. The Organizing Office blueprints both conferences, from the basics of overall conference structuring, to the specifics of conference organization, under the close coorperation with relevant supporting bodies.

The Program Committee was created with the greater purpose of developing the 11th IACC program. Issues addressed by this body include the 11th IACC theme, composition, organization, and the selection of speakers, workshop advisors, and workshop streams related matters. It is comprised of representatives from the Korean Government, the IACC Council, Transparency International Secretariat, Transparency International Korea, and other experts of anticorruption, thus totaling 8 committee members and 4 advisory members. It held its first meeting in 9 July 2002 at London, while its second meeting was held in 14 October 2002 at Casablanca. A third meeting is planned for the near future. Between each Program Committee meeting, its members continuously discuss the development of the conference program through emails and telephone conference calls.

Considering that the IACC series has been led in the past by non-governmental organizations - in particular Transparency International - the primacy of converging their opinions in the preparatory and organizing process of the 11th IACC was duly recognized. As a result of this factor, and for the further purpose of thorough preparation, the 11th IACC Korean Organizing Committee was created. The Korean Organizing Committee consists of 15 members representing diverse governmental ministries, such as the Ministry of Justice and the Ministry of Foreign Affairs and Trade, and a vast array of civil, media, academia, legal, cultural, and financial sectors. Co-chairing the Korean Organizing Committee are the chair of TI Korea and Korea¡¯s Vice-Minister of Justice.
